Help - can't download any mods...

I just recently returned to SH5 and I'm attempting to download some mods (Mighty fine crew mod). When I try and download it tells me I'm a new cadet and I can only download 3 per day - I haven't downloaded any yet! Can someone help me or tell me what I am missing....Thank you.
