I just picked up the game again with GWX and I've a few questions.
1. I've activated the map to English mod but it doesn't seem to work.
2. I've returned from my second patrol much tonnage. However when I try to award my crew the "Patrol Clasp" some 30 of em, every time try to drap and drop the game tells me that they have to complete a patrol first. Most of em have completed their 2nd patrol. I'm stumped.
3. All neutrals don't turn on their lights and light their flags at night... curious.

Not sure about "Map to English".
I'm not sure why you're having the 'Patrol Clasp' problem, but the best solution is to get SH3 Commander. It's a tool that lets you control all the medals and promotions, as you please. Of course it has many other useful functions.
The stock game had no lighted ships at all. GWX includes the mod that lights up some of them. That's the way it was made, and the way it is. In reality they didn't all light up either.

Zoom in whilst in map view and the translation/spelling should change.

Thanks folks. You're aces in my book. I really have to identify my targets now which is fun and frustrating. It's early war and nothing like moving into range of a nice, fat, juicy Large Merchant only to find that she's flying neutral colors!!! Arrrrgh. The only other thing drive me NUTS is the radio man chiming in every 3 seconds while I'm trying to get somewhere quick!!! need to shut him up.

One option is to remove him from his position. Of course then you won't get any important messages either.
The other is to use this mod:

There is also Danurve's 'Daily Double' mod which gives you all the messages, but only twice per day. unfortunately I don't have it myself and all the links I've found are old and dead.
