With respect to Josef, to get GWX it's recommended that you download from the link in Jimbuna's signature and not from the Grey Wolves site as there have been issues with the latter.

and another problem when i try to instal pathc 1,4 he said :error game version not detected .... what can i do i've reinstaled sh many times but he doesn;t working

If you mean you are trying to patch the game to v1.4 - how old is your copy of SH3? Newer copies should already be fully patched when you purchase them. If your copy was purchased within the last 2-3 years (at least) it should already be v1.4 without any patching required.

You can check by finding the Sh3.exe file in your game folder and right-clicking on it. Open the Properties box from the right-click menu and one of the tabs at the top should bring up info about the file version you have.

If it's an older copy that does need the patch, make sure you have the correct version of it. There are different versions for retail (disc) and digital (download) copies of the game.

Thanks for the clarification SSB, I kinda thought there were also different versions by region but I wasn't sure.

If you are still having trouble with the v1.4 patch, please give us some more details - when/where did you purchase your copy of the game, and which version is it? DVD or download, US copy or other region?

I've bought it in 2009 its version 1.001 and is dvd version south east europe

Are you sure it's not already v1.4? Was it a used copy or something? I bought mine in 2009 and it was already v1.4 when I got it.
