[REQ]Use Binoculars@8m depth

You can order 8m depth and sub will go decks awash but then you can't use binoculars or ask for nearest visual contact.(greyed out)

A work around is to use UZO but :nope: workarounds. The UZO is worthless in heavy sea anyway.

I think this annoyance/bug was present in the stock game. Any Ideas?
