Just wondering if anyone has a list of mods that will run with GWX 3.0 and sh3 commander v3.2 ?

Probably 80% of all the mods out there can be used with GWX, and Commander isn't a mod at all, so it works with just about everything.
Any such list would have several hundred mods listed. The best thing you can do is use JSGME and try whatever catches your fancy. If you don't like them you can remove them again.

yeah iv downloaded a couple of the mods i want to try but i cant get them to open, they download as a rar file, i open them with winzip which creates a zip file but when you open that it creates another rar file which in turn creates another zip file, im doing something seriously wrong i think

First, the best tool by far is http://www.7-zip.org/.
When you open a zipped file it should show in a separate box on the screen. In that box should be a regular folder. Drag it to the desktop and you should be able to open it normally. It should not be creating a new zipped folder.

When you install GWX3.0 it already comes with JSGME in the parent directory, the version is not the latest but don't worry because you can update it when you open it via the 'Updates' link at lower centre of the programme screen.
What you will also see is a 'Mods' folder in said parent directory.
Download 7zip from http://www.7-zip.org/ as already suggested by Steve.
Now go to the site or mod of your choice and as an example I'd suggest you go to my FF account (link above my sig) and choose something small in size to begin with....I'd suggest the All Weather Guns mod.
Download said mod to your desktop and unzip it with 7zip pointing it to the Mods folder location when asked where you want to unzip it to.
You should now be able to access JSGME and find the mod in the left hand column already unzipped and awaiting you to enable it in the right hand column.
