WSM 3.0 Scharnhorst/Bismarck Question

I've noticed that the radar controls for these two beasts are grayed out when I check on them. Is it because they lack radar or because they are always on with no way to turn them off?

As usual, I find the answer after I ask... it seems the radar both classes can use are not available at the time my campaign is at, 26 August 1940.

I suspect that it is historic because of the compatibility of the radar before the year 1941 was a very small range of 10> km
