I am pretty sure the banding has something to do with gaussian blur . Its in the SHADERS folder under HDR .

Try mucking around with this shader SkyPS_SH5 .
Copy the original to your documents folder first and edit the one in the game folder . When you stuff it then copy the original one back to the game folder . Repeat this about 500 times at least .
