Never I see a mod for add the SH4 radio style and function in SH3. I have some radio stations on the gramophone, only.
Impossible to have that independent radio in SH3? Hardcoded?
Best regards.

Some time ago, just after the release of SH4 with its radio, I and I know quite a few other modders spent a long time looking at this.
Unfortunately I wasn't able to come up with a similar function for SH3. The basic gramophone/sound controls are hard-coded.
So all you have in SH3 is the gramophone, so the closest you can get is to have your radio stations as tracks in the gramophone.
To get closest to the effect of the radio in SH4 you would need to delete any separate music tracks in your gramophone folder, leaving you with just your radio stations and make sure that when they were played they were not randomised. (If you use SH3 Commander make sure you uncheck the "randomise gramophone tracks" option in the settings menu.)
That way your radio statons will always be in the same order and you can step through from first to last using the "play next track" arrow on the gramophone's on-screen interface.
Sadly it's not really practical to have both radio statons and a good number of individual tracks at the same time, unless you're prepared to spend a lot of time clicking on the "play next arrow."
As I said, I know some other modders - far better than I - were looking at this. Perhaps someone cracked it?

On top of that you would have to remember to turn it off when submerged. I have a great many radio files in the "Date" folder in Commander, and if one starts to play while I'm submerged I quickly bring up the Gramophone and skip to the next file.
This is something that SH4 does very well. Progress is nice.

I tried to do this since the file structure of SH4 is very similar to SH3, but couldn't get it to work. I am sure that someone with the necessary skills could make work, however.
I have a war radio mod that is used via SH3 Commander that you might check out. I use it; when I want some period music, it is quite easy to have music in the gramophone folder, and to play both through the gramophone interface.
See: http://www.subsim.com/radioroom/downloads.php?do=file&id=1067 for the ogg version. There is an MP3 version and also a version for media player.
