Alternate Flotillas (Black Sea, etc)

I remember seeing in the GWX forum that you had access to the Black Sea port of Constanza. Would it be possible to have that port opened up to us and soviet shipping set there as another campaign option?

Of course it would have to be a little ficticious as we don't have Type IIs yet, but what is the concensus?
