Did any modders remove the ability to refuel at Heligoland?

I've been trying to dock for fuel all night here and am being ignored.

After reloading the saved campaign the anchor icon did show up and I was allowed to refuel.

You cannot end the patrol except at your home base.

Notice to all: Going North around Scotland uses a lot of fuel. I barely made it back. Go South of Scapa Flow to conserve fuel.

You won't get resupplied early in the war. I have not experienced refuel at sea, as I am on my first campaign. Others have apparently.

Use battery power (submerge) to save fuel. Recharging batteries is done at the rate of 12-13% charge for 1% diesel fuel.
