National and Naval Flags Update

EDIT: Some of the flags are not being used. If anybody knows how to tell the game which ship types use which flags so I can rename them, please inform me! I will continue to work on it.

I have NO idea. It's not really a mod. It's just new flags to go in the TNORMAL\tex folder.

I went through all the countries and found high-res flags including naval flags and civilian/national flags for each nation around the time period that I could.

Some of the flags won't take though. I think the game is set up to tell each type of ship which flag to use (eg. New Zealand has slots for civilian and military so I'm able to give each a flag. But most commonwealth nations can only use their nation flag and then the English naval flag for their warships.) I'm still looking for a way to tell the other ships which flag to use and I'm hoping someone can help me find it.
