anyone dealt with this act.files ? i guess the water is generated through these...

AFAIK the *.act files are considered to be 'hardcode'. So, IŽd recommend not to touch them. Besides changes to these files most probably are not possible without unknown side effects. But they are excellent pools of knowledge for modders. ;)
