Available from the Subsim Download Centre is my Extra Allied naval bases mod v2.0, which adds Ambon, Balikpapan, Colombo, Darwin, Singapore, Tandjong Priok, Tarakan, Tjilatjap and Trincomalee as new naval bases. They are available for the historically correct periods i.e. duration of war or until overun by the Japanese.
Mod can be used for stock SH4 v1.4 and SH4 + UBM v1.5 and is JSGME-ready, though you might prefer to install the two small files manually.
Singapore, Colombo and Trincomalee have been added as RN bases, Darwin as RAN. The Mission Editor does not include the possibility of adding bases as Dutch (a major flaw) so these have been added as USN, though in reality they were, of course, Dutch bases, as was Soerabaja. Changing this would require alteration of the Mission Editor, which can only be done by the developers- this is certainly way beyond my capabilities.
The locations at Ambon, Singapore, Tarakan, Tjilatjap and Trincomalee are bare, empty locations; unfortunately I don't have the skills to make proper harbours/bases for these locations. See readme for further details.
Things to do for v3.0: add (naval) harbour traffic to Colombo, Trincomalee and possibly the other new locations.
Comments, suggestions, criticisms welcome!

Please replace by v3.0 (to be uploaded shortly at FF and Subsim), this new version corrects an error in Surabaya which prevents ending patrols in campaigns. Apologies for any inconvenience caused.

You can fix this yourself.

1. go to Data\Roster\British\Land
2. copy NavalBase.cfg to Data\Roster\Netherlands\Land\

When you release your next version, just make sure you added Data\Roster\Netherlands\Land\NavalBase.cfg to your mod.

I don't have the skills to make proper harbours/bases for these locations.

Yes, you do have the skill, if you can add the base you can add the harbor. You just don't know it yet.:03:

One thing wrong with your mod, you have a folder for Extra bases inside another folder for Extra bases. You only need one or it won't enable with JSGME. It should be 'Extra Bases' folder then "Data" folder. "Data" MUST be the first folder inside your MOD. Anyone that knows how to use MODs will know this and eliminate one of them, beginners will not know this and it won't install.
So, make the folders:

Extra Allied naval bases for Stock SH4 + UBM v3.0 (folder)Readme
Data (folder)
<All the rest of your folders and files here>
To add a harbor (docks, piers) there are two things you need to enable in the Mission Editor.

Open your "US_NavalBases.mis" in the Mission Editor.

1. Go to the "View" menu and enable "Render Accurate Shore line" This will help you place the docks accurately.

2. Go to the "Tools" menu and "Map Location Edit Mode"

3. Go to "File" menu and select "Merge"

4 Go to the Campaigns folder and merge the "Campaigns.LOC" file. A box opens, leave the "Is Savable" UNCHECKED. (You may want to work from a copy of this file in case you mess up. It will not get saved as long as you do not put a checkmark in the "Is Savable" box. And you don't want it to be saved.

3. Now look at some of the harbors/docks/piers you will see a small square that represents the 'Properties' for the dock. I am using Wake as an example. You can see in the picture one square for the largest dock is Highlighted. Right click and choose properties.

Now you are just using "Wake Island" get some information to help you in putting in your own harbor. The parts to help you out will be the blue arrows and will use Wake's information.

The red arrows will be information you need to put into your own dock and will be different than Wake.

4 Here is Wake Island to show you what to do. Make a note of the information shown by the blue arrows. (much easier using an existing harbor for the information then trying to experiment to get the right information)

http://img169.imageshack.us/img169/7296/adddocks.jpg

Now that you have the information from the blue arrows, go to one of your new bases. Click anywhere on the map so that Wake is not selected anymore.

When you are in your "new' harbor, RIGHT Click and select "Add Map Location" Now you will fill in the boxes with red and blue arrows.

Red Arrows:

Name in Editor: The name that shows in the Editor only, not in the game.

Location Type: You need to use this dropdown menu twice. First go to the "3D Location" Then go down to the "Location 3D Model" box and select a harbor. You have Large, Medium, Small and Very Small Pacific Harbors to pick from, with more than one choice in each one. Pick one.

Location Type: Open this dropdown again and set for 2DMapData. Go to the "2D Image Map Name" and select the same harbor you selected in the 3D box.

Location Name in Game: this is what will show in the game. The above "Name in Editor" does NOT show in the game.

Heading: This is used to rotate the Docks to the correct position. It can be a little confusing at first. If you look at the Wake docks in the picute they have a heading of 0 degrees, BUT they do not face north. This just happens to be the way they were made so the heading doesn't always indicate the direction the actual docks face. So they face west, if you want them to face East, rotate to 'Heading is 180" and the docks will face east. So think of the heading as a rotation of the dock not as an actual heading. You may have to play with this setting until you get them faced the way you want, so they line up with the shore line.

Zoom Start and Zoom End: Just put in the numbers you got from the Wake Island docks. It should be fine. If you want the docks to appear sooner as you zoom you map in game you can change it, but those numbers usually work well.

Scale on Zoom: Check the box for Scale on Zoom.

Show on Map: Make sure this box is checked.

Max Object Slope: Put in the number you got from Wake.

Scale: Put in the number you got from Wake.

Entry and Exit dates you can usually leave alone. Even though some of your bases will be captured during the war, the Naval base will change but usually the docks do not get destroyed. And the docks have no "owning country" like the Naval base does, so there is no need to put in Entry and Exit dates unless you want to. Maybe to show the harbor wasn't built until a certain date.

Is Saveable: Make sure this is checked for your new harbor, if it is not, it will not save when you save the mission.

Accept: You can't see it in this picture, since I have an old monitor and it will not show. If you have the same problem. Hide your 'taskbar' and pull up on the top of the window you just entered the data into and click the "Accept" button.

Now when you save your "US_NavalBases.mis" the new harbors/docks will save with it.

Also after you save your new "US_NavalBases.mis" you may have a "US_NavalBases.tsr" file. In this case, you can delete it, you do not need it. The .tsr file holds the mission information such as 'Mission title', 'Mission Briefing", "Objectives', 'Messages etc. All things that are required for a "Single Mission" but not needed for this "mission' since it is not a "mission".

OK, I explained how to get information from an existing harbor/docks to help you put in your own, so you will know how to do it. If you want to you can skip the step to "Merge Campaign.LOC" and all the steps for getting information from the "blue arrows" and just use the numbers in my picture from the 'blue arrows'. But it would be a good idea to just try it once to see how it works. The 'red arrows' you will have to do yourself to enter the correct information.

When you get to the adding harbor traffic you can anchor them in the harbor or use 'docked ships'. So you can open the "US_HarborTraffic.mis" and add ship using Random Groups, so sometimes they appear and sometimes they don't. When you start to add ships to your harbor you can "Merge" your New "US_NavalBases.mis" as NOT saveable and your new docks will show so you can add ships at the docks accurately.

Another interesting note: If you put ships at the docks and set them to "docked ships" they will stay where you put them. And you can set a waypoint that lines up with the 'slip' so the ships will sit accurately at the dock. But here is the neat part. You can set the ship at the dock with a speed of 0 and give it at least one Waypoint but DO NOT set it as a docked ship. Now if someone decides to get some "easy" targets by attacking the harbor, when the ships are fired at, they will move. And if it is a Warship it will attack the sub. (Any ships that have guns will fire whether "docked" or not) but a DD may actually attack, they don't always attack, but they do move to avoid the subs attack.

Hope some of this makes sense.

After reading this, perhaps I should have said "I don't have the skills to make proper harbours/bases for these locations YET!" I will certainly try this and hopefully have something for the next version (whenever that may be :D)
Adding bases as Netherlands worked a treat, except for Surabaya- couldn't delete or modify the original so far. Never mind, I'll figure it out eventually. Only thing missing is a proper Dutch flag for the base icon- I noticed that the same applies for an Australian flag for Darwin, though a proper White Ensign appears for RN bases in the same way the Stars and Stripes show up for USN bases. Probably a matter of adding/modifying a small icon somewhere. One more thing for the "to do list".

Point about the packing of the mod noted, though I packed the mod in this way to separate the readme from the mod folder proper. I'll make a note about this in the readme for the next version. Thank you for your advice.

Flags are in the Menu/Gui/StrategicBlue.dds and Strategicred.dds
