Increasing taskforces in missions

I found a campaign_rnd.mis file here about 3 or 4 days ago which greatly increases the spawn of taskforces in missions on my stock v1.4b, have utilized the search function and also googled as well but to no avail, would someone be kind enough to point me in the direction of this download please?
