If i use the ships in existence for building up a new country navy. How should i do? Just named country file in the roster? and add the ships.cfg to this file ? but how to add the flag?

Let me see if I understand this correctly. You are adding another Nation's Navy to the game correct?

yeah you are right! my game is out the history now!:Dbut i do not know if i make a new country file in roster fold it can be show in museum? and if i make a flag how to add it ?

Well you're on the right path with the Roster folder. To determine which side your new country is on you need to put it in the DefSide.cfg also found in the Roster folder. By looking at that it should be pretty self explanatory on how to do that.
Now to add a flag you have to add the DDS file of it into the Textures folder where the rest of the flags are located at. If you take a look at the flags included you will notice they are upside-down and backwards. Your new flag must be the same way.
Now if you use already existing ships in game I think you might have to change their names so they get flagged properly. For example the Yamato class. If you want it to be both Japanese and Country X, you would have to rename the class for Country X and maybe even rename the specific ships in that class.
As far as the Museum goes I would assume it would show up just fine.
