Some advice required please....

I've loaded GWX 3.0 gold and the new SH3 Commander (Thalium?) and new JSGME, however I stuffed up when de-activating my mods. Now when trying to using the silver whiz wheel in OLC GUI it won't move down.
I've read and used the OLC GUI quick reference guide, and re-loaded the OLC GUI patch (from a CD back-up of Mods) to no avail.
This is probably something simple, but I'm stuck. Any suggestions?

My current mods activated are:

OLC GUI Special
OLCE 2
OLC Doom 3
Anzac Mick Type VII
Das Boot Clothes
Floppy Cap Fix
No medals on crew
Improved sub surfacing
Lifeboat and debris v3b
Sobers Real smoke
Sonar Sounds
Thomsens ships v3

Twisty Periscope Thingy
Radio Morse Only
Small Freighter Mast fix
Capt America's Icons

Maybe there's a clue there?

You need to make sure manual targeting is turned on in the game difficulty settings!
If it's set to automatic targeting the whizz-wheel does not function!
