REF's Terrain Editor

Can anyone share the manual for REF's Terrain Extractor/Editor, please? I think in the earlier beta versions a .doc file was included, but on the link supplied now there are no instructions. I do not mean the manual on how to incorporate Kiel, Panama etc.
