This is taken from another thread, hope it helps......
Insertion Supplies.
You have to go to the objective location and drop off a dinghy containing two sailors and supplies. The radius of this mission is usually 3 nautical miles. You have to surface the boat once within this radius and bring the boat to a stop (or go very slowly) in order to be able to launch the dinghy. Once the dinghy is launched the objective is completed. The option to launch the dinghy will not appear unless you surface, so you can either enter the area submerged or do a quick dive and resurface once at the objective. You usually get 200 renown points for completing this mission.

I've done two agent deliveries and now am starting the third. The first mission I ran into the shoreline because I got too close trying to find out how to get the agent to get out of the sub.
The second mission I bumped my nose into the gravel (200 ft or so) off shore and when I hit 'all stop' it gave me the option to toss out the agent and his little boat.
I am thinking I don't need to get nearly as close as I have been. The 3 nm you mention I'm going to try on this next mission here and just be surfaced and come to a complete stop. I think that will probably do it. No more scraping off barnacles with the sea floor. :)
Once you get tired of all the special missions, and there are a lot of them in the stock game, install RSRDC at some point and all those pesky special ops missions go away.

YeeGads!
Three agent drop missions in a ROW. Come on!

As a side note. When I dropped the agent off I used the external camera and went ahead and to the side -underwater- to watch the sea floor.
I was creeping in at 1/3 engines on the surface and was about 200 ft from where I could see the sea floor turn upward into -drag bottom depth-. I stopped the props and instantly the "Launch Boat" option popped up. I drifted only a tiny bit further and the dragging bottom sound effects kicked in but since I was underwater I could see I still had a very good distance before I actually made contact. Silly. :)
But anyway.. I was about 1000 meters out from the drop off marker.

I thought I'd drop in a picture of exactly how close I had to get and be surfaced and completely stopped before it let me deploy the agent's raft.

I just removed the picture and am replacing it with the mission more recent.
I was 1 nm away from the center of the drop-off star on the map.
I am also including a second picture that is taken underwater. It's dark and hard to see but you can see I have PLENTY of space under my keel before hitting bottom.
Regardless.. the sound started playing of me scraping bottom.
