Just north of Bermuda i spotted this

What on earth are these things???
I think is Minesweeper and those for sweeping

Those are floaters which keep the stability of the wire rope which has scissors along of it. These scissors cut the wire rope of the moored mines during the sweepings. In navy language they are called "PHILIP".
