[REL] Minor FIX - 2 Missing speech sound files

REL all versions of SH4 up to and including 1.5 Uboats.
this fix can be enabled at anytime during any operations with JSGME.

For anyone suffering from the few missing voice sound files you may apply this small patch to get them back.

The issue occurs when the crew watch rotates to a shift that does not have the needed file in the sound speech directory. The result is after your inital watch rotation, the crew will not SAY the words, Blow Ballast and Crash Dive. this fix simply puts them back.

Some have reported this problem others have not.

This issue does not appear to be associated with any mod.

Good deal ATR!:up: BTW, how's the fishing been for you this year? Had an awesome trip to Mass. Limited out on schoolie Bluefin, and killed the Cod and Pollack. Another Tuna trip schedualed for Sep. 27

Err anyone know who to make a fix for a issue im haveing. When I blow ballast and acouple of other thing, sometimes its in German.(enabled german speach fix on my american SH4 copy by accident.)
