Happens to me too everytime i close the game down to the bottom of the screen, and do something else and then opening it up in full screen again. Only solution is to restart the game i belive. :)

IIRC, previously discussed as a problem from the stock game. It was mentioned that it might have something to do with switching from high TC to real time.

It has happened to me also; exterior wind noise does not turn off when going to the interior, even when submerged.

Best solution (I think) is to save and restart game.

The GWX Manual mentioned this. In addition to saving, exiting and restarting, it also mentions (I'll just copy/paste the entire passage):

Sound Issues
You should hear the whistling from high winds only on the bridge; however, you can sometimes hear it at every crew station inside the U-boat, even when you are submerged. This is a known Silent Hunter III issue with some sound cards that you can usually alleviate by using the Windows Control Panel (Sounds and Audio Control panel) to reduce by one level the degree of hardware acceleration used by your sound card. Failing that, you can correct the problem at least temporarily by saving your game and then exiting and restarting Silent Hunter III.

Have tried the hardware acceleration trick myself, but it didn't work for me. Depending on your soundcard though, it might. Worth a shot.

I used to have this problem - I solved it on my system by always going to the F2 "Zentrale" screen and pressing ESC (not pausing) before Alt-Tabbing to the desktop. It's worth a try, though I can't guarantee it'll work for anyone else.
