I got hit by an enemy artillery shell from the side and my sub keeps rolling side to side, almost 90 degrees each way..
I sunk the enemy ship with my own artillery but its been at least 30 mins and my sub continues with this strange rolling action, in dead calm ocean.. can I fix this somehow?

Did you try to save and reload? Usually this fixes a lot of bugs.

as dcb said, you need to save and reload the game because you are "stuck" which sometimes happens for unknown reasons and restarting will fix it.

to avoid save issues always save only on the surface at a complete stop and with no AI contacts nearby (within detection range). its also advised not to be very close to land or you can come out of the save with damage or even be grounded.

most problems with saves are because these guidelines werent followed.
