As you can see, the wind from the stern must be very strong if it blows the smoke over the bow...
Seriously, is this a known issue?

Not an issue. The smoke will flow and blow with the wind. Looks and feels realistic to me. It also makes it harder to determine the ships direction when viewed from far away.

I can see how this would look like a flaw considering the direction the ship flags are moving in relation to the smoke.
Yea, the only problem here is that unlike particles (i.e. smoke), the flags are not dynamic and don't move with the wind. Otherwise this looks quite correct. I'm used to even seeing this sort of an effect with other games like Distant Guns where the smoke is thicker and the wind definitely has a major effect on it!

You're not saying that the polys can't be made into dynamic graphic, are you?
Well, as far as wind direction and strength, I believe it only "exists" in the game's particle engine. I don't think there's a mechanism to make any polys move with the wind - then again, we've been surprised before by what modders could come up with.

Dynamic polygons is nothing that hasn't been done, especially when reacting to environmental elements. Perhaps it isn't something programed into the game, and if that is the case, a mod probably won't do it either since mods are restricted to what the game will accept. Then again, the developer can inject new features into a game.

So it's working as intended, and the wind is indeed very strong from the stern?
If your config allows weather reports (e.g. TMO), check a weather report and you'll know! By the looks of it, I'd guess it is.
That said, I find that the game DOES sometimes over-model wind effect on smoke, not in terms of direction but in terms of the speed at which it moves.

Yes, wind speed was 15 m/s iirc.
