Making any model isnt easy if you are not familiar with the software
Most on here use either 3dmax or wings3d
Wings being free
As Privateer is the oonly person to have made a chopper only he can answer how hard it is compared to other units

1. Wings3d is your best bet.
2. Yes and no, really depends on how detailed you want the model to be and how familiar you are with the software, you might just be able to manage it in 2 weeks.
3. Helicopters are no harder than anything else so long as you have good reference/blueprints.
Try http://www.the-blueprints.com/index.php?blueprints/ and click on the modern planes section for heli blueprints of varying quality.

Maybe not to model but to import into game certainly
Look at the rotation of the blades compared to anything else ingame

Wings3D is a popular choice for modders around here looking for free 3D modeling software.
Then there's Anim8or. It'sa freeware app geared toward people who are new to 3D modeling but it can still create some very impressive effects. I'm not certain how well it supports formats for modeling in SH3.
Another free one is Blender, which is roughly comparable to Maya and 3D Studio MAX, but it takes a long time to learn all of its features the same as it does for Maya and 3DS MAX.
If you like lots of extra tools, documentation, and community support, go with Blender.
If you want something you can start working with rather quickly, then use Wings3D or Anim8or.
