Plan to build a new system in about 2 months but even on a good 939 w/2 gigs and a 256 card I'm hoping theres something that could be done to help tackle this.

View on a burning ship kills my frames, I mean to a crawl. On a burning Tanker - frackin forget it. Wondering if theres anyone has a way to change or alter this burning affect. Explosions & jazz don't seem to be an issue.

Getting a vid card with 512MB instead of 256 would help a lot, GeForce 7600 or Radeon X1650 or better.
Otherwise, as much as you may hate it, you'll have to sacrifice your addiction to eye-candy a bit by cranking down your AA and texture quality settings a notch or two.
Scaling back the max particles setting in game to 60 or less will improve your framerate quite a bit as well.
Just play with your settings until you find the right balance. Also, you might give some of the vid card tweaker porgrams a try. This is especially true for nVidia cards. You can find anything you need for that at guru3d.com.
For whatever reason, I've noticed SH3's engine can bring even mighty systems to a crawl when the eye-candy is maxed out.

It's an ATI card, sorry should have mentioned.
Did try cutting back P/T and while this helps anything less then 70% seems to take a hit on game quality, like water / bomb splashes etc.

Running sh3 with amilo laptop, dual core - 256 mb video Geforce 7600, all options full on, frames never drop below 16 FPS even those fires.

If you by "nice nVidea" would consider an Asus 8800GTX, then you'll be disappointed!
Mine is brought to it's weakling knees when that fire breaks out!
I think the fire is "overdone" and frankly, don't find it looks very good either... :oops:
An alternative or a "fix" would be appreciated!

That's a good idea. IIRC some of the newer smoke & fire graphics will actually produce BETTER framerates than stock graphics or some of the early mods, depending on how opaque the textures are, among other things.
You may also want to use minitweaker and set the generation rate for the oil spill graphic to zero - in my experience the oil spill is a framerate killer no matter what video card you use.
