ship id panel remains dark on WE officer: OLC GUI 1.2.3

have just installed GUI 1.2.3 and the id panel for ships in WE Officer remains dark - not functioning.
have gone through it many times and can not discover what may be wrong, ie; me, the mod.
all other Officer functions are ok - working except this

is it something i've not done perhaps ?

i should poke myself with a pointed stick - several times !!

i thought i had checked everything - EVERYTHING !!!
