Can external cam also follow planes?

As an old SH3 player who's only recently started to look into SH4, I'm learning things every day about it. Yet, there is something that I wasn't able to understand. This is, why isn't the external cam also following airplanes? Using the follow keys , and . the cam focuses on ships and the own sub. But, unlike SH3, it does not follow aircraft. So, my question is:
Can the external cam be modded so that to also follow plane, is there a way to do it?
