I worked on that one some time ago, well to be more specific i tryed to find the location of the functions you just described in your post. And i didn`t not manage to find anything so far :damn:. Maybe someone with very good skills and knowlege can help. (Crossing my fingers)
I don't know if this is any help but a mod for SH4 "Green Crosslines" might point to the right files or you may be able to PM him for advise, this is from the readme::yep:
Green Crosslines for attack periscope, Observation periscope and TBT:
-Changes the black crosslines into green, for improving nighttime targetting.

Firstly, yes the colour is hardcoded in SH3. That doesn't mean you can't work around it. If you want black lines all the time, just add said black lines to Periscope.tga (I mean literally draw them in the scope view exactly where the green lines are in the game) and you're done.
Secondly, it may interest you to know that the real U-boats did have the glowing green lines. I originally planned to include black lines in the OLC GUI until I found out that the green ones are actually historically accurate! :o

Not bad but of course changing the "bearing.tga" color does not prevent it to turn green at night... Well I guess I can live with that, mmmh maybe :hmm:
Open bearing.tga and make it black. :up:

The colour of the Bearing.tga shouldn't matter. For example, the bearing.tga is used by the binos and they never display green. Blacking it out won't help as the info is in the alpha channel.
So, my guess is that there is a colour controller in the menu.ini blocks for the periscope/obs & uzo.
Compare the differences between the binos & other optics.

Yes, I changed the color code in menu.ini and turned the white bearing.tga to black as well but it does nothing. It's not a big deal as long as I now have black crosslines, at sunset and sunrise i could barely see the green ones, and at night they were a bit too bright.
Edit : and yes, this is really picky I know, but I just can't help it
I just tried it. Changed the colour of the bearing.tga to black, and it works fine.

That would mean that the bearing is no longer diplayed in the binos.:hmm:

BTW, danlisa, I just noticed your other post.
Yes, the colour of the TGA matters. It is my belief that SH3 sort of "mixes" the green colour with whatever colour the TGA is. Because the TGA is white by default, you get green... but if my theory is correct you could make the TGA red and then at night it'd be yellow! :o (Edit: or, possibly, black again... depending on how it mixes it, and whether or not the colour is pure red, or red with a bit of green... oh, nm)
The binos don't change colour because SH3 doesn't add green to the bino bearing indicator at night, that's all.
Not that this is particularly useful, but there you go. :)
Actually, the historically 100% accurate colours would be:
1) Reticle:
Daylight: Black
Nighttime: Green, due to radioactive mass in the wires placed on the lens
2) Bearing vernier:
Daylight: Black background with white numbering
Nighttime: Same but lighted with own lamp (white) and with a touch of the ambience light, i.e. if the conning tower is rigged for red, you would actually see the numbering in orange-red

Uh... that's very odd. Did you see the screenshot I sent you in the same email? It shows the attack scope at night with a black bearing - using the bearing.tga I sent you. So it does work, even in the attack scope - at least foe me. I've no idea why it's not working for ya...
