Random Layer in SH4 ??

I´ve using the Mission Editor of SH3 for Ships Adding in the Scripted an random Layer.
Now i like to do that with SH4..,but where are the Scriptet Layer Campaign Files?
In the Campaign folder i found only mission files like Task Forces etc for moving Ships.
Where are the Files for the bases and Ships there are anchored in the harbors etc?

With the exception of the "scripted" battle layers and Campaign_LOC, etc, ALL are random layers.

Docked ships are in the harbor traffic layers.

The port facilities are in Campaign_LOC
