Final Release SH3 Commander Flaggen pack

I was always worried how informations from flag reckognition page about Germany
defeat in WW II ruin crew morale.
So i made SH3 commander pack. It show flag page correct to curent date
Now all you know is political situacion in the day when your ship leave port.
To avoid sinking neutral or mising ocasion to sink new enemy ship
I add new messages to messages_en.txt file with informations about current
war status and aliances.

The messages_en.txt file was reedited, I add messeges for war changes.

Also

I put all messages into grups:

1 War status messages
2 Port availability messages
3 MilchCow availability messages
4 Operations info (when and where somthing interesting can be find)
5 Directives from HQ
6 Orders From HQ to other U-Boats
7 Other U-Boat raports to HQ
8 Other Ships messages
9 SSS and SOS
10 Monsun boats messages
11 30th flottila

This make messages file more transparent nad easier for your further reedition
and adjustment

Nice work! I was always worried about morale too! I just tended to solve it by bringing several dozen crates of Rothaus Pils. D/Ling now
