Yes the SC manual itself is pretty comprehensive and a good place to start. There is also a guide to using the doctrine language as well. If it is no longer available on Bill's site I can let you have a copy. Best to start with the basics, first, though.

Another very good way to learn is to download other people's missions and open them up in the editor and see what and how they did it.
I ended up getting quite familiar with the editor to sometimes figure out why certain user scenarios weren't working for me. :)
