Is there already made a mod for sh3 and sh4 to better that
ugly plastic bubbles when you raise your periscope?

No, I think he means these bubbles:

and he's right...they're not supposed to look that what way, but should be a kind of half spheres - like a parachute - spiraling and twisting upwards.
