I was poking around and opened the flotilla cfg file in the cfg folder of SH4 and noticed it was the one form SH3.
Could it be the game needs one for some reason but does not need to use a flotilla cfg????

This may have been covered but I have been flying all year so have just returned to the underwater world

It doesn't. Theres alot of legacy files that are unused by SH4. The nuts and bolts are really in UPC files now.

Ok, let me restate that.
Why is the SH3 Flotilla file in SH4 at all?
It obviously does not use it so poor choice of words on my part.
But, I was curious why it was even there at all. Left over from build??? Why not removed?
If I removed it would anything happen??

I think it's a symptom of what a lot of people suspect - limited dev time and resources to "convert" SH III into SH IV. It's safer to leave "unused" files where they are than to start deleting stuff, especially when you're in a hurry, working to a release deadline and on a tight budget. Not only would the devs have to test the new stuff as it was included, but would have had to re-test after deleting the redundant files to make sure they hadn't changed anything because of the deletion.

They've stated pretty much just that not too long ago. In summary, they had 2.5 years to develop Sh3. Their handlers only gave them 11 months for SH4, and even then the powers that be woudlnt leave them alone to "do their magic".
