Depth charges in the water is in the SO.cfg file, but hes just not yapping it. Only thing i know to do is mess with the prority given to that feedback, but that doesnt mean he'll say it.

How about a random sneeze. cough, or even an occassional 'Oh sh##!" in the background? or some low murmuring unintelligble whispering? Or footsteps, someone dropping a wrench, etc?

The speech code is similar/identical to that in SH3, and so it won't be possible to add any triggers for crew speech if they are not in the .dat files in the Library\AnimGraphs directory. You could try to compare these files with the equivalent files in SH3 and copy/paste data to see if you can port some of the speech that was in SH3 into SH4. But I doubt this will work well.

The best option, I think, is to mix the existing .ogg sound files with sounds from the other voice folders. E.g. mix the file "Firing tube 1" from one voice actor with another so that you get the effect of the crew confirming the order. Or take one of the "we're taking damage" files and add one of the scream sounds. It's a lot of work if you want to do it properly, because you'll need to do it for every voice folder if you want to keep some variety. I also suggest using the default speech files as much as possible in order to keep consistency.

It's probably too much work for a one-man project, but if there are others interested I would be glad to help :)
