I have discovered that if you know the general direction a ship is in if you point the periscope or UZO that way and keep hitting the "L" key while panning the scope back and forth you can actually lock to a target well beyond visual range - in excess of 30,000 meters.

yes, and if you have weapons officer assistance on its a good way to shoot at a nearby ship that is just out of visual range in a heavy storm.
You'll likely never see her, but you will hear the impact and the sinking through the fog.

I always do dis in rough sea, fog, and rain.

Maillemaker is right, this is an exploit.
If you lock the target from great range, the watch officer is able to tell you the exact range, even at 16 km or more!
So you can get the targets route from observations well beyond visual range.
I must admit that I use this exploit sometimes

I've never tried this, but I'm surprised it works.
For me if the target is at the edge of visual range I always had problems maintaning the lock for long enough for the WO to get a solution.

I didnt know, and dont care, takes away the fun!
If I activate my deathstar mod, I can blow away an entire convoy with a single shot, on any ocean on this globe...
Takes away a bit of the fun as well...
