Normally, English skills aren't so much of a big deal, but in this case, I don't understand what it is you're asking.
As a suggestion, I suggest using http://babelfish.altavista.com/ to translate from Spanish to English. Try translating what you want to ask, and pasting the translation as a reply?

i think he try's to say "where is the navigation officer" or "how do i plot a course"
for the first: he's the right officer of the 2 at the map table
for the second: go to your map and take the tool on the 3th icon on the toolbar (next to the scope's)
and welcome to SubSim

coxwain ? is that food ? I think that guy who sits in the back of those competition rowing boats are called a coxwain..(the guy who shouts to the people rowing..)

he wants to know who is steering the boat... i have often wondered this myself. nobody seems to be in charge of the rudder controls.

Small nitpick - Brazilians speak portuguese :)
Ok, what he wants to know is how come the helmsman is missing and is it possible to correct that.
A coxwain is the "captain" of a small boat. Petty officers qualified to steer a ship will have a coxwain qualification. :know:
