I've searched for an observation scope mod, and found one beta version. Are there any others out there? Thanks.

I search too, it is certainly possible to have 2 different screen images for attack and observation periscope

If I remember right, the last version of Ducimus' Tweak Pack has one integrated. It shouldn't be very difficult to dismember it and take only the obs scope. Here is the thread with some screenshots:
