[TEC] How can I make tweak files?

i want to know how you can make tweakfiles .
i'm new in that kind of stuff
can somebody help me with that ?

Sadly not... i dont know, but it is the most important contribution we need to tweak this game.

It is very frustrating cant be able to make the same tweaks as in SH III because we have not the tweak files :-?
