I know I wanted to, and fortunately this is easy to do!
Just open up your Menu.txt file, and look for line 5858. This is what mine looks like right now:
5858=RADIO|Turns on the radio. This only works when the submarine is surfaced.||STATION LIST:|Washington: 22 kHz|CBS News: 30 kHz|Command Performance: 40 kHz (5th and 19th, 2000hrs)
(The | key just starts a new line)
And this is the result:

As you can see, I can now keep track of each frequency and can see when special programs are broadcast, much like a list a radioman would typically keep.
