[REQ] Torpedo speed mod

I tried to increase (or just plain change to test) the speed of any torpedo inside Torpedo_US.sim and none of them take effect inside the game.

I do not know where the game is reading the torpedo speeds.

IE The game is not reading the values for speed of torpedo from that Torpedo_US.sm file for the torps I tested. Mark 10, Mark 14 fast and slow, Mark 23.

I measure in game the distance traveled verse time and they remain the same.

Plus high speed setting torpedo 46 knots for mark 14 is bugged (dev confirmed) at about 36 knots.

mark 23 only has the fast setting and it too is only at about 36 knots.

I thought the game had the probability chance for dud affecting speed reduction was kicked in at 100% so I even changed that, still the same speed.
