The campaign looks quite straightforward regarding the player end.
When you look at the file flotillas.upc, you have

This "departure points" look interesting. They look like geographical locations, but the coordinates in a mission file look different.
If they are coordinates, one is the "docked at tender" and the other the "outside" starting point

The rest is patrol objectives for each sub type of each "base", but I could not figure out why you're always getting honshu in pearl harbor...

You can actually do a lot more than was done in the stock campaign.

Improvements that should be made:
Brisbane should be abandoned by early 1944 at least, maybe earlier, boats transferring to Freemantle or Pearl.
Freemantle should get more sub types

I would like to figure out how to enable Midway and Marianas as starting points, either by transferring SubPac boats from Pearl to this new base alltogether or by making it a new command opening at the respective dates where you can transfer to

Same goes for Dutch Harbor.

More input to campaign editing?

Btw, AFAIK the version of this file actually used is in the "my files/sh4/cfg" folder, the one in the SH4 folder is a beta leftover with a lot of nice tips :)
