Too much Vichy French shipping in GWX?

Was it the development team's intention to have so much Vichy French shipping? I am currently patrolling west of Gibralter, late 1941-early 1942, and now on three separate occasions I have come across groups of ships that were all Vichy French. Did Germany really allow them to have this much merchant shipping after the surrender? On the other hand, have I just been unlucky in coming across so much neutral shipping at this date in the war?

don't feel bad, I have run into the same problem. Have come across 3 seperate convoys of 3 vessles and I can't sink any of them. Getting pretty old real quick.

It depends on the area of operations really. The French Navy always kept a large number of ships in the Western Mediteranean. This is because they served as a link between mainland France and the North African Coast.

Yes, I've noticed these, too. Annoying. Especially when playing on higher realism levels, you get a sound contact and run it down and see 3 Vichy ships.

Wish I could sink 'em, but I don't attack my allies. Well, not yet.... :D
