I just released my best officer to go and commander his own u-boat via SH3 Commander. He was my "engine guy" so I had planned to commission one of my Chief Machinists to take over. The P.O. has enough experience for the next promotion but when I try to make him an officer I get this error message - "Selected rank not permitted for this crewman".
Does this mean the only way I can get new officers is too recruit them within SH3? If so, is there any way to change this?

EDIT - I just noticed I have the same issue when trying to promote a salior to P.O. too.

I'm not sure I'll get this exactly right (as I was Special Forces and not a squid :p )
I think the problem is that you cannot promote out of their classification. You have seamen, warrant officers and commissioned officers. You can't promote a seaman to a warrant officer, or a warrant officer to a commissioned officer.

The only workaround I can think of would be to let the man go, replace him and add a new officer and change his name to the original man, then use SH3 Commander to give him the same qualifications.

it is possible to do this but its a cheat and not likely to be an acceptable solution.
You need only go into your crew cfg in your save file and manually promote him there then he stays a member of your crew and keeps his current stats
if you go you will need to figure out which # is assigned to which rank however add one to the current # will change him to the next rank up.
the game will then recognize him as an officer not a po who cant be promoted upwards
I do not know what if any affect this will show on the mans career in commander.
C:\Documents and Settings\Username\My Documents\SH3\data\cfg\Careers and whatever folder has the right savename.

I think the way to do this is to let the officer go in SH3 after a patrol. Then if your prospective enlisted man has enough renown (300 I think) use one of the promotions you recieved after a patrol to bump him up to an Ober Fanrich.

Anyway, whilst it's an easy change to get SH3Cmdr to support crew promotion (or demotion) across ranks, the reason it doesn't allow it now is actually by design.
You see, in real life, were you to "recommend" one of your SNCOs (or even lower ranks) for promotion to officer, you'd have to let him go so that he could do the appropriate training. He certainly wouldn't remain with you.
Likewise promoting a junior crewman to an SNCO rank (there are no JNCO ranks modelled in SH3) would require release so the crewman could obtain a trade (a requirement for NCOs) which apparently took between 3 and 6 months alone, and that's before he undertook the actual NCO training. And this is also assuming that he had signed on for the appropriate length of service.
So knowing that providing this ability would be met with many "that's not historically correct" or "that's not realistic" responses - which, tbh, I'd have to agree with - I chose not to support it. I'd like SH3Cmdr to maintain some integrity and be recognised as providing an historical enhancement to SH3, rather than being seen as a "arcady toy". ;)
Now having said all this, the easy solution is just to promote your NCO to officer within SH3. It can be done. ;)
