Default Periscope zooming in and out problems

Hello everyone, little problem that has grown to become irritating. For some reason I cannot zoom in or out with both of the periscopes when I'm controlling them (clicked in), I can only zoom in or out if I'm clicked out (cursor is visible in the periscope) if that makes sense.

I've never had this problem before. I didn't play this game for a few months, never touched the game. When I came back on it yesterday I noticed this. Any help would be greatly appreciated.

Hardware changes over the period I didn't play this game:
Changed my main monitor from a 1600 x 900 to a 1920 x 1080 one.
The smaller monitor is made in to a secondary monitor.
Attempt I've done to fix:
Re-installed all mods ~ didn't work

Sorry to say it's in OTC...specific to the 16:9 aspect ratio correction.

I've spent the last hour shuffling in/out files in the menu_1024_768.ini file to see if I can see which entry is messing up the mouse capture.....nothing yet. The issue is only with the 16:9 aspect ratio where it causes a "dead" mouse within the center of the screen:



If you right click out of the window, then bring it back again, the mouse will center within the view. It's this center where the "dead" zone is. By moving the mouse just a bit, the center wheel zoom feature will return.

Why does it do this, and only with the 16:9 aspect ratio......I DON"T KNOW!! There is nothing we can mod with the mouse. There are no files related to the mouse that we have access to. That's why I've been looking at the various other OTC files that MAY have something to do with causing a dead spot on the screen. So far nothing!?!

My only suggestion is for you to move the mouse off center to regain the mouse capture feature, allowing the zoom to work. OR, you can use the "TAB" key to zoom the views. Knowing its a bug should help in understanding the work around.

I see, thanks for your input CapnScurvy. I imagine playing this game without this amazing mod of yours.
