Default Angle on Bow dial is too d*mn fiddly!

So I am currently in the historical mission that has 5 or 6 stationary, unarmed target around you, fairly close to a coast, and it is for practice with RAOBF.

I basically have a ship at a bearing of 340 from me, and I have followed the steps in the excellent video below (of course adjusting for both me and target being stationary). However, when I get to the AoB part, i cannot for the life of me input it into the dial on the right of the screen (AoB comes out to about 11 deg port from RAOBF). The dial is just too fiddly, making it impossible to make small adjustments.

And now for my question:
Is there perhaps anything I can do to either fix this, or change something I am doing to be able to input (god forbid) degree changes of down to 1 degree.

I do not have the menu that pops up when you lock onto a target. I don't think I can even lock on to target.

Edit: I know 11 deg is too small for a valid shot, but I am still wondering why making small incremental changes is impossible.
