Mission editing

When i try to make a mission with a description and the objectives, i cant find the area where you add that.

I was told mission parameters but as of yet can not find the part in question and so i want to know where it is.
Also i want to know why every time i place a mine field it isn't there.

And enemy subs, why don't they attack even though they I'm American and the enemy is Japanese.
These are all big problems for me as i like to test my ships limits with really difficult missions and obstacles.

Please give as many solutions as possible, Thank you

Mission Objectives: Click on the menu item Mission and choose Objectives.
Description: click on the menu item Mission and choose Language Localization, select "mission Briefing in the top window and add the Briefing in the bottom window.

Forgot to answer the question on minefields. After you put a minefield you have set "distribution" then right click and add a waypoint with a radius. The waypoint will be the actual minefield.
