Default Allied AI aggressiveness and accuracy

Not well versed in this stuff so here goes... So it's March, 1945 and I'm cruising along shadowing an allied task group consisting of a SoDak BB and 2 Wisconsins, 4 Brooklyns, along with six tin cans. They come on head to head with a similar configured INJ task group of 2 Yamato's, a Kongo, 4 CA's and six tin cans. The INJ destroyers start engaging and the allied screening DD waits until the IJN DD gets closer before opening return fir, CA's and BB's are silent. Finally, the heavies open up and their rounds are all over the place. Overs, unders, wide... They couldn't a bull in the butt with a bass fiddle. The IJN always sinks the US DD then closes with the allied task group. The IJN DD eventually gets sunk and the IJN heavies open up while the US ships are silent. Then the other IJN DD's come in and start popping at the Brooklyn's and end up sinking them. As the IJN BB's close, the US BB's start to engage only one of the opposing BB's and after taking withering fire, it just keeps absorbing hits. Then two task groups merge and the US BB's main guns don't engage and remain silent while every IJN ship is blasting away at everything. I ended up with a Japanese CA surrounded by 3 BB's and they had a very hard time sinking it and only with the secondaries. Main guns would not engage. So..... how does one change the aggressiveness of allied ships, minimum/maximum engagement ranges and their accuracy?
