[?] Sound delay for distance
*flash*
... BOOM! Where does the sound delay over distance live? Is it a hardcoded thingy in SH4.exe, or is it somewhere else in any one of a number of library files?

I'm pretty sure you can turn it on and off in options. If you're asking about changing the sound speed then you're beyond my ken.

Actually, I'm trying to see if I can model the effect in SH3.

Im no expert but I think this is one of those hardcoded things. Its akin to an audio effect and most times that's done at a driver level by the sound engine. Though I cant say for sure this is the case with SH.
