Weather in Silent Hunter III

Hi, everybody.

My question is addressed for best intellects of Silent Hunter: Stiebler, H.sie, Fader_Berg.. maybe, I did not name someone, I apologize, I have a bad memory.)
Guys, of course, you know of weather problems in a game. You have brilliantly won against some of them.
We all immensely are grateful to you for corrections of these and many other miscalculations of Ubisoft.
But other mistakes remained. In my opinion, they, also, serious and depress many years.
With your help, at last, I would like to find out "moment of truth":

1. Range of wind from 15m/s to 0m/s has only weather "Clear Sky". Weather "Overcast" and weather "Rain" have the ranges only from 15m/s to 7m/s(in ports to 6m/s).
2. Weather "Rain" happens only at of strong cloudiness and strong fog.
3. The start of any patrol happens only at of weather "Clear Sky".

Perhaps, something else, but I don't remember now..
I understand, all errors can't be corrected immediately, especially, if they are hidden in executable files (*.act, *.exe). And some, maybe, can never be corrected.
What chances to correct the listed problems?
If chances to correct there is, what probability, that you will find time and patience for correction?
I am the bad observer. I am not able to trace game novelties. I have stopped long ago her active improvement because, I himself have stuck in a modding. Perhaps, I have lagged behind life, and these errors are already corrected earlier?
Anyway, guys, please, give me hope, or kill forever.)
