Silent Hunter 4 Steam edition with TMO + RSRD. Can anyone tell me what this stationary map contact is?

hard to say...if i had to guess, i'd say that they are either airfields or gun batteries.

do you have the game option for MapUpdates turned on?

depending on your sensor settings and crew capabilities, the grey icons might turn blue/red when you travel close enough for positive identification.
Map Contact Updates may also be a factor.
